    Abstract:

The fuzzy theory is applied to evaluate the input/output decision in university science and technology (S&T) research.A comprehensive fuzzy evaluation model is established based on data of China statistics yearbook on science and technology, and the scientific input/output data of universities in China's 31 provinces of 2010 are used for model verification analysis. The scientific output in university S&T research is used as an indicator for decision making of scientific input, and the membership grade is then calculated and sorted. The results show that the membership grade is high in regions with high scientific input of R&D fund and talent, where the decision making of scientific input is relatively optimal. In regions with low membership grade, the low scientific input of R&D fund is the main reason of its low level in scientific development.
