By selecting data from Jiangsu statistical yearbook 2002—2011,we establish the evaluation index system consists of 5 indexes in bank one and 18 indexes in bank two,and try to use the method of scatter degree to analyze the economy development of 13 cities in Jiangsu province during the tenth five-year plan and the eleventh five-year plan.The results show that the economy runs steadily and quickly,and Jiangsu economy is full of energy.The twelfth five-year plan is expected to be realized smoothly.The evaluation results agree with the fact,and the model is credible.
